Is this data publicly available and is there a documented API to work with?
I haven’t been able to find much information referring to it online.

This is a trial being run by London Overground in partnership with Open Capacity - some more detail on the background here.
Unfortunately there are currently no plans to release the underlying data or create a public API as part of this trial.
If there are any updates I’ll let you know on this thread.
