Inconsistency in the TFL ULEZ API and the Pay ULEZ TFL page

I am trying to get my vehicle ULEZ state from the API and am finding that my car is returning null from their API, my friends car works fine. The Pay ULEZ page on the TFL website however functions perfectly for both and I am wondering if there is some limitation for the vehicles you can check or the database for the publicly available API is somehow different. Data update: ULEZ and Congestion Charge boundaries

We have updated the boundary data for the ULEZ and Congestion Charge schemes. The new files are available at http://roads.data.tfl.gov.uk under boundaries/ CC_Boundary_v8_20190526_tab_shape.zip ULEZ_Boundary_20190526.json ULEZ_Boundary_20190526_tab_shape.zip ccz.json

There isn’t a pay API, because I suspect the problem with fake-agency piracy.
