If I get the name of the bus stop 490011348E via API request, then it is ‘Queens Road’. However, if I download the data for Greater London as 490.xml, then it is ‘Queens Road New Malden’. Shouldn’t they be the same?
The same thing for 490011348W.

The API is correct in that it is using the name actually printed on the stop. If you check the entries in the NaPTAN file you will see for these stops:
|CreationDateTime|ModificationDateTime|
|2016-09-09T13:36:03|2016-09-09T13:36:03|
My guess is that the name was changed during the past few years. I noticed the same problem recently while checking the precise location of stops. It appears that TfL update the API data when required but many NaPTAN entries are years out of date.
