Wow! From the point of view of this user that seems positively weird though presumably it makes some sense from your end. It is odd that I have never (knowingly) been hit by it before.
Thinking back to my work a good few years ago, the same approach would have meant that if we corrected an official document, using the url that we had supplied to users on our website would offer no guarantee of getting the corrected version, even if the user had cleared their own cache - and would not have known that they had no guarantee. (Good practice would have resulted in our using a different url to provide an audit trail but that is by the by.)
Also means that I can’t just click on my stored bookmark to get the file. Ah well…
